I'm diverting 100% funds to science, and I'm still making 36 gold. In fact, I'm fairly sure the debuffs are only getting further off. I'm in the early ancient era, and so far my cities have never been sick or unhappy, and with the absolute snail's pace at which cities grow, I don't expect the overcrowding debuffs to catch up any time soon.
